I'm trying to put navigation on my keyboard home-row with Alt, however "move right" and "move left" actions are not on the list (Window > Preferences > General > Keys).

Move right and Move left?  By default ALT+LEFT_ARROW/RIGHT_ARROW are bound to Backward History/Forward History.  There is also Backward/Forward commands.

What exactly are you trying to move right?  What behaviour do you expect to see?

I'm trying to get something simillar to http://xahlee.org/emacs/i/ergonomic_emacs_layout_dvorak.png , with arrows in the home row, like vim command.

And I found it. It's called "next column" and "previous column". Sorry for bothering, somehow I missed it.
