I'd like to take advantage of the compare in Eclipse to compare 
directories/files on disk which are not part of any project.

The Microsoft Visual Studio IDE comes with a windiff standalone utility
that does this. This utility is pretty crude, but quite useful. In addition to 
having this capability builtin to Eclipse, I'm curious if it might be possible 
to create a standalone compare app that took advantage of the Eclipse stuff.

Yes, agree would be useful.
However, its fairly easy to import external folder into workspce or even
link project to external folder. So a workaround exists.
