With 3.6 and a standard Apple mouse with the scroll ball, Snippet296 works as expected. I can scroll the Tree with the scroll ball.

I don't have a 3.5.2 build handy to try this out, but I don't see a bug here on Cocoa on the latest builds.

Snippet296 is not the issue, it's the code in the attachment which is a modified version of Snippet296.  Please see bug 246137 for more context on this issue.

Did you try the code in the link in the description? That's the code with the problem.
