o.e.b3.backend (and generated packages) has a copyright string instead of a copyright header. Modify the generation so that a standard license header is generated instead of the static string.

The backend project contains an experiment with dynamic templates - a modified merge specification, and a header template. Could not get the generator to use these (had no effect). Left the modified templates, but removed the use of dynamic templates from the genmodel.
