It is possible to call importProjectSet from ANT script and provide parameters -USER and -PASSWORD. The problem is that the password is stored in the keyring file, and -USER and -PASSWORD are ignored if the password is present in the keyring. If the password to CVS change, it is necessary to delete keyring file.

Does the same thing happen when you import the .psf file with Import > Team > Team Project Set?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
