When switching between different editor types, e.g. .java and .txt, the toolbar button for print flashes quite noticeably. NOTES:

The print button flashes noticeably more than other buttons, even when switching between files of the same type (I chose 2 .java files).
It seems that print is the only RetargetAction with a icon in the toolbar. When a part in deactivated it disables the action and when a part is activated it checks if should enable/disable the action. Have to find a better way to enable/disable the action. We may not need to disable it when a part is deactivated only when a part is closed.
Currently a page can have no active part, e.g. when first opened or on a perspective switch. However, once a part has been activated, there is always an active part unless all editors and views have been closed. Should be able to track this state to avoid disabling print unnecessarily.
