When switching between different editor types, e.g. .java and .txt, the toolbar button for print flashes 
quite noticeably.

The print button flashes noticeably more than other buttons, even when 
switching between files of the same type (I chose 2 .java files).

It seems that print is the only RetargetAction with a icon in the toolbar.
When a part in deactivated it disables the action and when a part is activated 
it checks if should enable/disable the action.

Have to find a better way to enable/disable the action. We may not need to 
disable it when a part is deactivated only when a part is closed.

Currently a page can have no active part, e.g. when first opened or on a 
perspective switch.
However, once a part has been activated, there is always an active part unless 
all editors and views have been closed.
Should be able to track this state to avoid disabling print unnecessarily.
