Description:
Parameter "__title=report" not work if set title=xxx in report advance previous

Build:
2.5.2.v20091020-0630

Steps to reproduce:
1. new a report and set title=default in advance
2. preview in web viewer and add parameter "__title=report"
3. refresh

Actual result:
Report title is still default

Expect result:
Report title should be report.

Error log:
N/A
