Steps To Reproduce:
1. Open the default key binding scheme in Preferences -> General -> Keys 
2. Select any command with a binding, for eg:- 'Activate Editor'
3. Click on the copy command button. A copy of command 'Activate Editor' is created without any bindings. Do not assign any binding now.
4. Click 'Restore defaults' and say yes to the prompt. Notice that the copied command without key binding still remains in the page.
5. Press OK to close the page and reopen the page. Now the copied command is not listed. 
6.Note that all copies which has a key binding
assigned gets removed without issues.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
