To reproduce:

1. Create a new simple maven project. 
2. Open the pom in the form-based editor. By default, the project url will point to maven's website.
3. Delete the URL (leave the field empty)
4. Save

In the Source tab, you can see an empty <url></url> tag, which should be deleted instead.
