Description:
New a rptdesign and a rpttemplate, check the icon of them in Outline view, rpttemplate is using rptdesign icon. Template's icon should be consistent with the icon used in Navigator view

From model's perspective, we cannot distinguish template and design. Move to future see if this case can be resolved.
