Ruler delimiter line

Steps To Reproduce:
The line delimiting the line number/etc ruler is drawn using the default window background color from the operating system. This results in a high-contrast bad-looking line when using a syntax color theme that does not share this background color. It looks especially bad when using a dark or blue background color theme. To be able to use dark themes, dt should be either made configurable or use some more subdued color, like the comment color. 

Another option is to drop this line altogether and instead allow a different background color for the ruler, like in gedit for example. I think this option looks a lot better.

At the end it boils down to bug 179625 which will allow to configure the ruler colors.
