Since the Ant view really has "two views" (scripts and active targets), I find that the toolbar is very misleading. The tools are rendered overtop of the active targets view, but really operate on the scripts view. For example, the remove/remove all actions. I thought they would remove active targets, but they removed all my scripts. Looking at the "type hierarchy" view as an example (which also has two views), it has rendered a second toolbar and placed tools pertient to each view within the proper toolbar. We should consider doing something similar. (however, this reduces screen realestate).
Done. Each half of the view now has a toolbar where we can put actions. The toolbar also has a label, which lets us explain what the sections are for. Exactly which actions will appear in the toolbars and what the labels will be are issues that I expect to evolve in the near future. Please verify.

Two red squares appear in the toolbar for the "active targets". The buttons appear to do nothing (but usually indicate a missing icon).
