seems like collecting new welcome perspectives declared in the new installed 
features takes should not take as much as 11% of startup time

The workbench is not collecting the features anymore unless there is a new 
feature (see bug 27359). 
Anyway I do not see a reason to take 11%. Moving to update; it may be worth 
optimizing it even though we do not call it every time.

Update Core is takign 7% and will improve reconciliation speed in next build
