STEPS TO REPRODUCE: Precondition: Open a Windows Explorer. 1. Launch Eclipse 2. Click on the Windows Explorer and wait for Eclipse to come up 3. And wait until the launch finished. Results: Eclipse is on top of the Windows Explorer but the focus bar is greyed out and the Windows explorer still has focus. Expected result: Either it appears without focus under the Windows Explorer (this is likely the correct solution) or it appears on top of the Windows Explorer with focus. I will attach a screen shot shortly.

Is this still an issue in 3.2?
As of now 'LATER' and 'REMIND' resolutions are no longer supported. Please reopen this bug if it is still valid for you.
