STEPS TO REPRODUCE: 
Precondition: Open a Windows Explorer. 

1.  Launch Eclipse 
2.  Click on the Windows Explorer and wait for Eclipse to come up
3.  And wait until the launch finished.

Results:

Eclipse is on top of the Windows Explorer but the focus bar is greyed out and 
the Windows explorer still has focus.

Expected result:

Either it appears without focus under the Windows Explorer (this is likely the 
correct solution) or it appears on top of the Windows Explorer with focus.

I will attach a screen shot shortly.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
Please reopen this bug if it is still valid for you.
