When the user chooses to edit an external tool and it needs to be migrated
to the launch configuration format, we bring up a dialog asking them if
they're certain they want to migrate the builder. This dialog should have a
check box that says "Always prompt before migrating project builders" which
is on by default. This preference should also appear in the external tools
preferences so that the user can turn it back on.
