Steps To Reproduce:
1.Import DBCSCompare.zip attached to this bug report
2.Verify DBCS1.txt contains the string "\u2160\u3231"
3.Verify DBCS2.txt contains the string "\u2161\u3231"
4.Select both DBCS1.txt and DBCS2.txt.
5.Locate the mouse cursor on them then click the right button.
6.Choose [Compare with] > [Each Other]
7.Text Compare Editor regards "\u3231" as the different characters, although they have the same code point.
8.Result.jpg shows this problem in the project.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
