Build I1119.
When a project is not shared, the Team item in the context menu for resources in the project is empty, though still appears as a cascaded menu. It should be disabled in this situation.

Either disabled or removed completely.
This is not strictly a Navigator problem - it applies to object contributions 
in any view.

During the update of a contribution manager, we should be able to detect 
contribution items that are menu managers and ignore (e.g. remove menu item) 
the ones that have no contributions in them.

As of 2.1 RC2, the team menu contains at least one item even when the project 
is not under version control.

It's too risky, this late in the release cycle, to add general support for 
removing/disabling a menu item whose sub-menu is empty.
