The external tools framework allows tools to be configured such that they will
only be run for the specified build kinds (auto, full, etc.). The external
tools builder uses this information to decide if a tool should be run during
a build. We should expose this functionality in the UI so that users can
decide when their builders should be run.

Added a "Build Options" tab to external tool launch configs that allows the
user to configure this options.

Jared, I am confused by the three options. What is the difference between an 
incremental build and an auto-build (I thought an auto-build was an incremental 
build)?

Now I see - when auto build is off, there is a difference between incremental & 
auto (which is shown in the tool tips).
