Steps to reproduce:
1. Check-in org.eclipse.pde.picasso into a workspace
2. From a different workspace import the project using "Import > Existing Projects into Workspace" wizard
3. Check "Copy projects into workspace" option
4. The project gets imported
=> However, when sync'ed it appears to be an outgoing change (all files were touched)

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
