Description:
The used css in report design can not be exported to the library.

Build number:
2.5.0.v20090305-0630

Steps to reproduce:
1. New a report, use css file.
2. In "Outline" View, select the used css and check the context menu.

Expected result:
The used css can be exported to the library.

Actual result:
See the screenshot.

The css can be either a css file or an external css link. For both cases, have issues in the web view. This is because the web view need to flatten the design/library hierarchy. In some cases, style related properties can be different from the UI output. 

It is better to restrict such usage.
