Build currently creates archives by explicitly listing everything that goes in an archive.

When doing a director install for p2 product builds, we don't really know everything that is going to be in the result.  In this case we should just stick everything in the archive.

The ant zip target is currently doing this for p2 gathering (from bug 264603), but the other archive formats (antTar, tar, zip) need to do the same
