Build 20021115 (1215)

- go to the external tool builders property page for a builder that has an ant
builder

- select the ant builder in the list

- the "edit", "remove", "up", and "down" buttons are disabled.

-> There is no way to modify or remove external tool builders!

That first line should have read "go to the property page for a PROJECT that has
an ant builder".

Note that if another external tool builder is created, it is also impossible to
remove it (except by hacking the .project file).

Yikes. I'll be rewriting this code soon (Monday), so I'll make sure this bug
doesn't stick around.
