When there are multiple launchers available and none is selected, the launch cannot be started.  However it's not immediately apparent what needs to be done to address the problem.  An error decorator would help the user figure out that he needs to click on the link.

If a new "Launchers" tab is added, it will provide better place to show an error message than the link used currently.

I proposed a different way to handle bug 262840, and it would no longer address this problem.

I committed the fix.  Michel, please verify.  BTW, if you don't agree with this change (e.g. if it violates some UI guideline) pls let me know and I'll back it out.
