I think some of these are scheduled to be removed? But, if not, we should jar them up, or justify why they can not be. We made org.eclipse.servertools.doc.isv a jar using bug# 251234. The rest needs to be investigated

I just checked on the latest 3.1, and the 3.0.4 build and org.eclipse.servertools.doc.isv is jarred in both cases. As far as I know cactus was marked for removal, but don't know about the others. Will look into it for the Galileo release.
I agree this needs to be done. FYI, the rest are generic server adapter plugins. When we did the original jarring several releases ago Gorkem was worried that jarring would break the reading of the xml definition file or some of the ant tasks and AFAIK never got around to trying to jar them. We'll either need to ask him to try or make sure we have enough test coverage if we make the changes ourselves.
This was slip to M7. We will need to request for PMC approval when we are ready to check this in.
Deferring out of WTP 3.1, unless I hear that is is required for some adopter.
