Open the navigator and set a working set for it.
Open the Goto resource dialog.
Select a file that is not shown in the Navigator and press OK.
===> Nothing happens.
The dialog should not show those files on Goto resource, only on Open.

Alternatively, it could show all names, then prompt whether to cancel the 
working set filter if it can't be shown.

Go to resource dialog honors input and filters but not working sets.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
