Patch for bug 261025 changed TextMergeViewer code to notify StructureDiffViewer about encoding changes. However this is done through a general facility IPropertyChangeListener that was build with state changes notification in mind. When changing the encoding we don't care about the state and don't have to persist it. All we care about is the event.

Some investigation has to be done to check if a new notification facility can be added.

Code described in comment 0 was changed by fix for bug 176690. This unfortunately doesn't render this bug invalid.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
