Description:
The context menu for select one library or more libraries used are not the same.

Build number:
2.3.2.v20090107-0730

Steps to reproduce:
1. New two libraries.
2. New a report, use the two libraries.
3. Right click to select one library in the Outline view.
4. Right click to select two libraries in the Outline view.

Expected result:
The context menu are the same.

Actual result:
The context menu are different (see the screenshot).
