Editing of access rules for projects that are in the include path of other projects is currently not supported/implemented.
Remove it from interface.

It also applies to Edit in the Libraries tab

Does this mean that this functionality will not be implemented?  I need to be able to filter out specific directories from included projects.

The patch just considers archive and project,I did not test it with library.

but this patch still could not process user library,for example the resourcePathString is org.eclipse.dltk.core.environment.localEnvironment/F:/php/example/ZendFramework-1.10.1/library/Zend/Acl.php
