1) Start Eclipse and open 6 files.  
2) Drag one of the open tabs to an edge of the editor area to split the editor 
pane.  
3) Drag two more of the open file tabs to the new split in the editor area so 
that the files are distributed 3 and 3.
4) Close Eclipse.

When Eclipse is opened the next time, the tabs are not necessarily arranged in 
the order they were before closing and are likely to be distributed 4 and 2 
amongst the split panes in the editor area.

The files should be re-opened in the same order and position the were in before 
closing Eclipse.

I suppose some might consider this an "enhancement" but it seems more like a 
behavior that should be expected, so it's submitted as a minor bug.
