Steps To Reproduce:
1. Create report with chart 
2. Add description into Y-Axis and X-Axis 
3. Add localization into Y-Axis and X-Axis 
4. View report as XLS.

More information:
Result: the Y-Axis and X-Axis descriptions in output XLS file will be not localized (actually the same as primary not localized strings)

Excel emitter doesn't support chart since birt 2.3, set to future release
