Currently when you open a New Window, the layout of the active perspective is 
not used in the new window - instead the default layout of the perspective is 
used.  So you lose any layout changes you've made.  It may be better to "clone" 
the active perspective layout (minus any open editors).

Not sure if we should clone.
Talked to NE and did not find a reason to explain why it would be better to 
clone. Since the new window does not open the editors as well, I.E. it is not a 
clone window, I think it is OK to not clone the layout.

Please re-open if you really think it would make a difference.
