All the browse buttons are missing mneumonics.

All the external tool tabs are missing mneumonics

Added mneumonics to the external tool and ant tabs.
NLS'd resources as well for these two packages.

Please verify.

The convention for the tabs is such that the tab labels themselves are not 
supposed to have accelerators (see other debug tabs). The only tab with an 
accelerator is the "common tab". To access a tab, you access the common tab and 
then use the arrow keys.

Removed the tab mneumonics and adjusted others accordingly
