Projects must have build process maturity: scripted, repeatable, and executable by others.

The builds are scripted and repeatable.  I'm not sure that they are completely executable by others - this person would have to have signing rights on eclipse.org, as well as access to the ten vm's we use to compile against or test the builds, in addition to the ten test machines we use for JUnits and performance tests.
