If you have a mouse with a scroll wheel, it doesn't work in the Welcome page,
even though it shows a scroll bar.

NOTES:

	I have a Logitech mouse with a scroll wheel. Under WinNT scrolling with the wheel works,
	however it is pixel- not line-wise.

	SWT Team claims they have fixed problem with scroll wheel. Need to retry.

Scrolling works fine now, but welcome page doesn't have focus when it comes 
up, so you have to click on it first.

Welcome page should implement setFocus().

Scroll wheel works, does implement setFocus, defer for more investigation.

Released fix attached to bug 18718. Fixed in > 20021004.
