Projects should leverage only published APIs of dependencies. As a Release Review requirement, deviations should be listed as part of a migration plan, with bugs listed where APIs need to be provided by dependent projects.

Buckminster uses published APIs for all used packages except for those projects where Buckminster has an intimate relationship and needs to follow these projects closely. These projects are p2 (the p2 project has no API yet), PDE, and JDT.
