Page Designer has following Save menu items:

[File]->[Save]
([File]->[Save As...])
[File]->[Save All]
[File]->[Save Frame]->[Save All Frames]
([File]->[Save Frame]->[Save Frames As...])

These are the same items in Studio Classic and Homepage Builder,
and, in HTML frame editing mode, these items have following functions:

[File]->[Save] ([Save As...])
   Save a current focused html file only.
   (i.e. If the focus is in a child frame, only the child frame page will be saved.)

[File]->[Save All]
   Save all documents (The same as current eclipse.)

[File]->[Save Frame]->[Save All Frames]([Save Frames As...])
   Save active editor's  top frame and its child frames.

Note that [Save] and [Save All] save different files.

However, the eclipse framework call the same doSave() function
to both [Save] and [Save All].  Page Designer needs to distinguish these two menu item 
to support HTML frame file.  

Implementing this would also re	quire the ability to specify the text that appears
on the save menu item so that we could tailor this to be only the active frame.

No one has provided feedback on this so its not going to happen for 2.1 release.
