Go to Outline view. 
Let "Link with editor" button is not pressed.
Click an any element in Outine view.

Expected:
The relevant element should not be highlighted in PHP editor.

Actual:
The relevant element is highlighted in PHP editor.

This is not a bug. 
"Link with editor" means if the outline selection should sync with editor selection.
If pressed, change the selection in Editor will change the selection in outline view. 
If unpressed, change the selection in Editor will not change the selection in outline view.

right, we should follow the JDT behavior.
