So it can be consumed by itself, and we can just use a sdk to build eclipse.

Also, the performance bundles and org.eclipse.jdt.core.contrib.converter are similar bundles that need to be checked out for the build.

I've done with work as part of bug 324682. 

Their git repo is at 

http://git.eclipse.org/c/platform/eclipse.platform.releng.buildtools.git/

I even have them building (independently) on Hudson! 
Well, the performance.ui bundle isn't building yet, but converter, and base tools are. 

Who says old bugs don't get fixed? :)
