+++ This bug was initially created as a clone of Bug #252807 +++

Each project will provide basic capability/activity definitions to allow for their UI contributions to be hidden. These must be provided in a separate plugin/feature to facilitate inclusion/exclusion by consumers in product development.

We have already registered the capability extension in org.eclipse.birt plugin, Need double check and ensure it works.

We had defined the ui activities in BIRT, but the activities pattern binding is wrong.
Fixed.

Please refer to http://wiki.eclipse.org/Galileo_Capabilities for instructions how this need to be fixed for Galileo.

According to the instructions in wiki, please use org.eclipse.<your-project>.ui.capabilities to hold Capabilities. 

And please assign to me after you finish the change. I can help to add this plugin into Galileo build/feature. Thanks.

BIRT uses its own category for capabilities, this is not in the range of the guide from #4.
