Steps To Reproduce:
1.put the attached plugins in the plugins folder
2.use the attached script to start the Eclipse in stand-alone help system mode
3.the IC help doc should be hidden but it shows up

It appears that in your plugin_customization.ini file you need to add PLUGINS_ROOT to your HELP_DATA preference as follows:

org.eclipse.help/HELP_DATA=PLUGINS_ROOT/com.ibm.help.hs.doc/helpData.xml

See /org.eclipse.platform.doc.isv/guide/ua_help_setup_preferences.htm for the syntax for the path used in this preference.

Is this still a problem or can I close the bug?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

If the bug is still relevant, please remove the "stalebug" whiteboard tag.
