build 20021017

-Create a new/edit and existing external tool
-Open the refresh scope dialog
-Select "specific project"
-Select Ok
-Press ESC in the "Browse Projects" dialog or click cancel
->This dismisses both the "Browse projects" dialog and the "Browse Refresh 
Scope" dialog. This may be intended to hide the fact that ok in the refresh scope 
dialog sneaks another prompt on you. However, it is confusing and unexpected. If I 
clicked ok in the refresh scope dialog I probably really want to select a scope. If I 
click cancel in the project selection dialog I should just get back to the scope dialog.
The working set selection dialog has the same problem.

Using a wizard for the two separate dialogs would avoid this problem. See bug 
25059.

No longer an issue.
