The "Rebuild All" navigator context menu entry is misleading.  It really should be "Rebuild Project"  with the same 
accelerator as in the Java packages view.  Note that the current message conflicts with the Project->Rebuild All 
menu entry which means rebuild all of the projects in the workspace.

	Just my two cents having investigated this a couple of months ago...
	(the agreement at the time was to leave things as they were)

	The term Rebuild All and Build have meaning to those outside of VA Java
	land (those working with C++ and other Java IDEs that require you to compile)
	All of them know what these mean.

	The problem is with the menu bar item Project which is supposed to
	represent all projects in the workspace. In other words, menu items
	in this Project menu are applied to all resources in the workspace.

	What do the usuability studies say (from Julian)?

	Also, what do you call Build action when auto-build is off? "Build Project"?
	Now users are confused with "Rebuild Project" and "Build Project".

	another difference is that in the packages view the build project
	also shows in the menu when you select a child of the project.
	It was found to be tedious to always select the project before
	you can build it. This change is more than a wording change
	but I wanted to mention it here.
