The processing step descriptor set on a packed artifact descriptor has its required attribute set to false, which is rather peculiar since this step is mandatory to obtain a canonical artifact from this artifact descriptor.
I also question the necessity of having the required flag on a ProcessingStepDescriptor when they are used in the context of an artifact descriptor since they are mandatory.
This probably factors in the discussion from bug #249035.
