Steps To Reproduce:
1. Open Network Connections preference page
2. Select "Manual proxy configuration"
3. Ensure that the fields for the proxy servers and their ports are empty.
4. Click OK


More information:
The "OK" button should not be enabled if manual proxy configuration is selected and no proxy server host/port information is provided.

I think it's obvious that when no entry is specified for a given protocol then connection is direct. Forcing user to switch to 'Direct connection' in such a case is needless.

Anyway an all new UI for proxy settings was introduced with bug 228739. Mike, please have a look at it.
