I have a project newly checked out from CVS. After adding and removing some files in the project, marker tasks were created saying that resources had been locally added or deleted, as expected. I did the appropriate CVS add/remove actions, and committed. I did not use 'quick fix' from the context menu on the tasks. I then ran Team|Synchronize with Repository to confirm that my local files were up-to-date. No problems reported, but the marker tasks remained in the task list. WinCVS confirmed that I was up-to-date with the repository. I tried 'delete completed tasks' from the task context menu. I tried refreshing the project. I tried quitting Eclipse and coming back in. The tasks remained. I finally got rid of them by turning off 'show added/deleted markers' in preferences, then turning back on again (following a suggestion by Michael Valenta). I have subsequently done this same sequence of operations with other projects, and have not had the problem with sticky marker tasks. I am not sure what was different with this particular set of changes.
I thought we had a duplicate bug but I was unable to find one. We should look into this.
