Since we don't have legal approval for the full axis2 distribution, we want to have a stripped down version of axis2 that contains the subset of files that are approved by legal, and is still functional.  

The work involved is to creating this special axis2 war files from axis2 1.3, testing it with our demo program, and making it available for download from the COSMOS download page.
