I can reproduce this on I20080715-1015 on Vista. Personally, I wouldn't really call this issue "minor", but maybe that's just me.
Susan, if this isn't in your area just punt it back...
The same help can be accessed using F1. Prior to the help icon and help tray, we relied on users to know about F1. Now we have this affordance that cues the user that there is help available. So I guess the question is whether keyboard access through a well-known key is enough, or whether we need to screen read the affordance. Carolyn, do you know?
If the same information can be accessed through F1, then the icon does not need to be in the tab order. F1 is *the* standard, cross-platform, keyboard method of getting help. This bug can be closed as "won't fix".
