When hovering with the mouse over the right ruler bar annotations an appropriate text should appear in a tool-tip

The hover info should be available only on the vertical ruler (left side).
Added annotations markers in the vertical ruler (displayed as arrows) and hovering over them displays tool-tip.

The functionality in the Overview ruler should be the same as vertical 
ruler.Currently no tooltip

Tooltip appears in Overview ruler ONLY if also Vertical ruler check-box is selected in the preferences (which relation is not very obvious)

Can't re-create with 2.1.0RC2 (probably it was fixed already)
