The code to integrate in SCA commons.

Steps To Reproduce:
The joined file contains code to add new features to the SCA sub-project:
1. A SCA nature to associate with projects containing SCA artifacts.
2. A wizard to create an empty SCA project with the mentioned nature.
3. Actions to add / remove the SCA nature from a project.

This contribution is the first step to define a SCA builder which will validate SCA projects in Eclipse.
