Whe Mozilla browser is running, but is minimized, launching help caused the help page to load in the browser, but the browser remains minimized. It is difficult to know that document loaded in the browser, when onlytext on the Mozilla icon in the teskbar has changed. If users misses that and does not restore the mozilla window, they will get imression that nothing happened and help does not work.
Netscape 4 does not have this problem. Adding -raise option when launching Mozilla does not help.
This is a bug in mozilla. See http://bugzilla.mozilla.org/show_bug.cgi? id=159092. There is a workaround to execute javascript:window.focus() in Mozilla. This has efect of restoring the window from minimized, and also bringing the window forward.
Incorporated a workaround into our code.

The workaround has been removed before 2.1RC4 because it had side effects (bug 35412).

Marking as P4 - unlikely to be looked at for 3.1.
This is not a problem with Firefox so I'm going to close out this bug report. The bug is presumably still there if you have an old enough browser but the typical user will not run into this bug.
